I work tech support for a big US retailer and I get at least one of these calls a week and have yet to figure out how to fix it. I've tried doing everything in the Microsoft KB and it's still unresolved.
I've even had customers try to reinstall Office Starter (If you look hard enough you can find it for download) but still the Click-2-Run config failures come up. I've even called Microsoft directly and the MS agent told me 'Office Starter is a trial'. After telling the guy he was wrong I just usually set the customer up with OpenOffice or Libre Office.
